Oswald Penn is the newest member of the T19 crew, having recently served a lengthy sentence at Outer Realm Penal Facility #98. Convicted on 37 counts of Menacing While Piloting a Spaceship (MWPS), Penn now he finds himself very much alone on the other side of this debt to society.

Formerly employed by the United Parcel and Passenger Service (UPPS), Penn appears to have had what he describes as, "a pretty rotten day" those many years ago. A vintage toy alone in a universe he didn't create, Penn took the first space job he could find.
